Humanitarian situation and needs

Nearly 200 000 refugees from Sudan are in South Sudan and in need of humanitarian assistance. The refugees fled the conflict in the Sudanese states of South Kordofan and Blue Nile; currently, over 117 000 are in Upper Nile state and nearly 74 000 are in Unity state.
Hepatitis E outbreak continued to be reported in all refugee camps of Upper Nile and Unity States, affecting more than 11 000 people and causing more than 200 deaths.
Inter-communal violence, natural disasters and fighting between the government and non-state actors continue to create huge humanitarian needs and displace thousands of people. In Pibor County, Jonglei State, 148 000 people have been affected by the ongoing conflict, and most of them have fled to swampy grounds, with no access to humanitarian aid and basic services.
More than 70 000 Southerners are expected to return from the North (Sudan) in 2013 and will need to be integrated in the areas of return, whereas development initiatives are yet to fully materialize.
The working environment for aid organisations is increasingly difficult and humanitarian access has clearly deteriorated since 2012.
