COMMISSION DECISION   of 21.5.2014   

financing humanitarian actions for the refugee population and host communities directly or indirectly affected by the spill over of the conflict in the Republic of South Sudan to the neighbouring countries from the Bridging Facility   

(ECHO/-HF/EDF/2014/01000)  

THE EUROPEAN COMMISSION,   

Having regard to the Treaty on the Functioning of the European Union,   

Having regard to Council Decision 2013/759/EU of 12 December 2013 regarding transitional EDF management measures from 1 January 2014 until the entry into force of the 11th

European Development Fund1 ('Bridging Facility'), and in particular Article 2 thereof,
Having regard to Council Regulation (EC) No 617/2007 of 14 May 2007 on the implementation of the 10th European Development Fund under the ACP-EC Partnership Agreement2 , and in particular Articles 5.4 and 8 thereof;   

Whereas:

(1) On 15 December 2013, violence broke out in South Sudan’s capital Juba and quickly spread to other locations in the country. The violence has led to massive displacement of the population. More than 700 000 people have been displaced within the country while nearly 300 000 people have currently fled their country and have taken refuge in the neighbouring countries.

(2) The number of South Sudanese refugees who have crossed into Ethiopia, Kenya,
Sudan and Uganda has increased to over 277 4843 by 4 April 2014. The pace and numbers of cross-border arrivals exceed the initial planning figures set at the onset of the crisis. This total planning figure for 2014 has now been raised to include over 350 000 refugees across the region.

(3) To reach populations in need, aid should be channelled through non-governmental organisations (NGOs) or international organisations including United Nations (UN) agencies.

(4) For the purposes of this Decision, the countries of the Horn of Africa involved are Ethiopia, Kenya and Uganda.
